Regional Governor: Which principle of law allows local authority responsibilities to be nullified?

CORFU. Ionian Islands Regional Governor, Theodoros Galiatsatos, says that the court verdict against the Mayor and Deputy Mayor has posed questions that need to be answered.
Commenting on the guilty verdict against the Mayor and the Deputy Mayor for Cleansing for attempting to dump refuse in the overfull Temploni landfill facility and doing environmental damage, the Regional Governor posted the following:
"The court verdict poses questions that need to be addressed:
1. How can the local authority be found guilty for 'attempts to do damage to the environment' in Temploni in 2018 when the 'Temploni' file, with full documentation of clear damage (not 'attempted') to the environment, was lodged with the Corfu Prosecutor by the Regional Governor at the end of 2014?
Everyone knows what has caused the present situation at Temploni landfill - the work on the infrastructure and onsite management failed tragically!
Which moral law allows judgements to be made whilst ignoring guilt in the past?
2. Which principle of law allows the responsibilities of institutional bodies such as the regional administration or municipality to be nullified - even indirectly - by a juducial verdict?"
