Digital Environmental Registry now online

Members of the public and environmental organizations can now find out about any environmental licences.

The Deputy Minister for the Environment & Energy Socrates Famelos announced: “Transparency in environmental licensing and reduction of bureaucracy and costs”.
 
In its press release the Ministry for the Environment & Energy announced that “For the first time in our country, from 5th July, there is an online Digital Environmental Registry (DER), an innovative business tool for environmental policy that reduces bureaucracy, time and costs for environmental licensing with transparent procedures”.
 
DER will support all procedures and stages in environmental licensing and will have updates on the environmental performance of an ongoing project or activity.
 
All of a project’s data will be registered in DER, such as the Preliminary Determination of Environmental Requirements (PDER), the Approval of Environmental Terms (AET), Revision and/or Modifications to AET, the Compliance Folder for the Final Plan, the Technical Environmental Study etc. 
 
The Deputy Minister for the Environment & Energy Socrates Famelos declared that DER is an important innovation in the country’s management of the environment as it ensures speed, transparency equality in the licensing of businesses and activities. It also provides public access to the performance and behavior of activities or businesses.
 
Socrates Famelos also said that DER converts the existing licensing process into a 4th level digital service for environmental licensing and behaviour. It is able to continuously update all the information concerning a specific activity including its environmental performance and all stages of the environmental licensing. In combination with the Digital Waste Registry and the National Production Registry we can have transparent and speedy licensing of businesses, environmental control, combat environmental crimes and illegal waste management as well as protect the environment and public health with reliable instruments which the public has access to.
 
 
DER secures:
 
-  Automation of environmental licensing procedures with the digital management system application.
 
- Improvement of environmental licensing through transparent procedures.
 
- Reduction of bureaucracy and costs through the simplification of the environmental licensing procedures and reduction in time required for checking and approval.
 
-Ability to share services and information with third-party systems.
 
-Operation of a one-stop environmental licensing system with transfer of digital archives and digital consultation from all competent services.
 
 
In order for those involved in projects or activities to have access to DER they must register with a TaxisNet certification and have an electronic signature (information: http://www.aped.gov.gr/). Researchers who carry out and sign the relevant Environmental Studies must also obtain an electronic signature. Their access to DER will be through the accounts of the organizers of the projects/activities.
 
All DER users need to follow the certification procedure such as:
 
- The competent environmental services and departments of the Environmental Licensing Department of the Ministry for the Environment & Energy and the Departments of Environmental and Spatial Design of the Decentralized Administration that carry out the environmental licensing and are internal users
 
- The consultative services and bodies that participate in the environmental licensing
 
- Members of the public and environmental organizations as natural and legal entities, who now have the opportunity to be updated on and follow the course of any environmental licensing and its results.

DER is managed by the IT services of the Ministry for the Environment & Energy, whereas the coordination and supervision of the operation and the application is the responsibility of the Ministry’s Department of Environmental Licensing.
