Port Authorities may not be able to collect port charges this year!

BRUSSELS. The question of when and, most importantly, how flights will resume still remains to be answered due to both health restrictions and the financial state of airlines.
While the richer European countries are going ahead with funding for their airlines the European Commission has limited itself to administrative arrangements. These are significant but of secondary importance compared to the issue of reviving the economy, especially as regards tourism - and specifically the mitigation of the strict conditions for transport licensing and operation specified in the relevant European Guidelines.
A package of measures approved by the Commission was announced on Wednesday to help air, rail, sea and road transport companies deal with the impact of the coronavirus pandemic. It is considered that the measures will reduce the management and cost burden for transport companies and other proposals may follow in the coming weeks.
For air transport the measures will facilitate ground handling services by amending air carrier licensing regulations if there are financial problems due to the coronavirus outbreak.
As regards ports, authorities may decide to suspend or not to collect port charges. For rail travel, the Commission recommends a 3-month extension to the deadline for member states to transfer certain responsibilities including to the EU Railway Agency.
Finally, with regard to all means of transport, postponement of certain certificates and licences will be allowed given that health measures make it difficult for some formalities required by EU legislation to be completed by some transport companies and employees.
