Shelter for the homeless at KAPI (Public Centre for Senior Citizens) during the winter months

CORFU. Corfu Municipality provisions for the homeless.

The plan has been drawn up in order to prevent homeless people from being exposed to danger due to the low temperatures in winter.

A. The coordinator is the Deputy Mayor for Social Welfare, Solidarity & Volunteerism Andreas Skoupouras and deputy coordinator Ekaterina Laskari, Deputy Manager of the Public Health Department. They will be available on their mobile phones 24 hours a day for communication with volunteer and humanitarian organizations. Spyridoula Mamalou from the Public Health Department and her deputy Spyridon Kardonas from the Social Welfare and Gender Equality Department will be in charge at the KAPI building where the homeless will be housed.

B. The KAPI (Public Centre for Senior Citizens) at Akadimias3 has been chosen to shelter the homeless people. The building is heated, is in the centre of Corfu Town and is easily accessible. It can accommodate a significant number of people and fulfils all the basic health regulations. For the homeless who are also drug users there will be collaboration with the unit at Corfu Hospital.

C. Corfu Municipality will provide 15 sleeping bags and 15 inflatable beds for the homeless at KAPI. More will be provided if necessary.

D. The Municipality will provide breakfast and warm drinks from 09:00 to 17:00 at the Centre for Daily Care for the Homeless at Solomou 11 as well as meals from 12:00 to 15:00 at the Municipal Community Shop & Kitchen at Mitr. Methodiou & Kolokotroni 3 in Corfu Town.

E. The homeless will be informed of these provisions by the Department for Social Welfare, Education & Culture. This will be done through press releases and easily visible notices at KAPI as well as the Centre for Daily Care for the Homeless, the Municipal Community Shop & Kitchen and Corfu Municipal Community Centre. A Municipal phone line will also be available to provide information to members of the public.

F. A support team is being put together to help find and inform homeless people, provide transportation for them and help ensure the smooth running of the KAPI facility. This team will comprise employees from the Department for Social Welfare, Education & Culture along with volunteers and will be supervised by the project coordinator. This team will be in contact with all the Municipal services as well as the police (who will provide whatever support is requested by the coordinator) and will be informed immediately by them and by members of the public if homeless people are found.

G. The project needs to be widely publicised to the homeless, Municipal services, the public and volunteers. This will be done with notices in the Municipal departments, on the Municipal website, through the media including social media, memoranda to all services - especially the cleansing services and the police. Publicity will be ongoing throughout the duration of the project and especially on days with low temperatures.

H. Information will be gathered continuously from the National Meteorological Service website www.cmv.gr for weather forecasts for the area and from the Civil Protection Service who receive daily forecasts through the Decentralised Administration.

I. It is essential that the relevant Ministry, all the services involved and volunteers be continuously kept informed.
