CORFU. The online opening of tenders was moved to February 1, in view of the decision by the Authority for the Examination of Preliminary Appeals (AEPP).
The online opening of tenders for the Corfu waste management facility in Temploni has been postponed for the sixth time and the procedure was moved to February 1. However, time is running out following the constant delays for the completion of the project and the absorption of funding through the Operational Programme “Transport Infrastructure, Environment and Sustainable Development”.
The postponement of the opening of tenders was decided during today's meeting of the Ionian Islands Solid Waste Management Organisation (FODSA) Board, as the decision of the Authority for the Examination of Preliminary Appeals (AEPP) on the application for suspension submitted by the company ‘Helector’ is pending.
The case was heard on 31 December, but AEPP has 20 days to issue a decision.
Dead end
However, the ‘Helector’ Project Development Director Dimitris Papadopoulos told Enimerosi that the company is in readiness, as in case of a negative decision by AEPP, it is expected to appeal again to the Council of State. He believes that in case it is finally vindicated, it is expected that the other applicant companies, and possibly FODSA as well, will follow similar legal proceedings, creating a dead end for the tendering of the waste management facility. However, the retendering of the project has already been delayed by six months.
Although it is generally agreed that valuable time has been lost for the tendering of the waste management facility, according to FODSA officials, there is still time for the completion of the project by 2023. As the FODSA Technical Works Director Theodoros Kardaris told Enimerosi, the retendering of the project is being done with the same tender documents received from SYDISA (Solid Waste Management Association), so that there is no further delay in the process – as opposed to Cephalonia and Zakynthos, where there was time for changes.
However, the Central Corfu Councillor, former Mayor and former SYDISA Vice-President Chrysanthis Sarlis claimed that this delay could have been avoided if the Association had completed the process and stressed that the point was not to gain time, but to have the new body take over the project.
