ATHENS. The borders remain closed for USA, Russia, Brazil, Albania, North Macedonia and Turkey as their average number of cases is higher than that of the EU.

According to the Committee of Permanent Representatives (COREPER), Europe will be opening its borders for 15 countries initially on 1 July.

The list is expected to be formally approved in the coming hours as there is a majority in favour amongst the 27 EU members.

The 15 countries are as follows:

- Canada
- Australia
- Japan
- New Zealand
- Serbia
- South Korea
- Uruguay
- Thailand
- Montenegro
- Morocco
- Algeria
- Georgia
- Rwanda
- Tunisia
- China - on the condition that China also approves entry for EU travellers

USA, Russia, Turkey, North Macedonia, Brazil and Albania are not included.

The list was drawn up based on epidemiological criteria - the average number of cases over 14 days (16 per 100,000 population) has to be equal to or lower than that of the EU.

The finalising of the list was discussed three times in five days. For it to be agreed a particular majority is required, not unanimity. Following a 6-hour meeting yesterday, it was agreed that the Croatian Presidency should submit the list for final approval so that it will become legal on Monday.

The list is to be reviewed every 15 days.
